  17. <p>    Unprecedented as they were, the talks between El Salvador's
  18. rebels and its political parties, including the ultra-right
  19. ARENA, ended near Mexico City last week without a breakthrough.
  20. Yet in offering to lay down their arms and join "the political
  21. life of the country" in exchange for military reforms and a
  22. six-month delay in the presidential elections scheduled for
  23. March 19, the Farabundo Marti National Liberation Front (FMLN)
  24. clearly scored a coup. By advancing a negotiable proposal, the
  25. rebels managed to put the U.S.-backed Salvadoran government --
  26. and especially the army -- on the defensive.
  27. </p>
  28. <p>    The military and ARENA have both rejected the rebel offer,
  29. effectively eliminating it as a plausible alternative. But the
  30. FMLN initiative has fueled public expectations for peace.
  31. Washington responded with reserved praise for the meeting,
  32. which ended with an agreement that the government and the
  33. insurgents should begin peace talks immediately.
  34. </p>
  35. <p>    But the FMLN has not yet traded in its guns for campaign
  36. posters. The guerrillas attacked two major military bases and
  37. knocked out several main power lines last week, leaving 60% of
  38. the country without electricity. The message was pointed:
  39. Postpone the elections or prepare for an escalation of the war.
